President Barack Obama on Friday welcomed passage by the House of Representatives of a $1.1 trillion spending bill that would fund most of the federal government's operations through September 2015.
Speaking at the White House, the president said he was hopeful that the measure would pass the Senate, where it is under consideration.


The House of Representatives has already passed the spending package and passed a continuing resolution to keep the government operating and allow Senate lawmakers to address concerns from both conservative Republicans and liberal Democrats.


Late Friday, the Senate postponed a vote on the massive spending package until at least Monday.
The Senate is expected to pass a stop-gap bill Saturday to temporarily extend government funding through next Wednesday to avert a partial government shutdown.


The president said the $1.1 trillion omnibus spending bill was by definition a compromise.
"This is what's produced when you have the divided government that the American people voted for. There are a bunch of provisions in this bill that I really do not like," he said.


"On the other hand, there are provisions in this bill and the basic funding within this bill that allow us to make sure that we continue on the progress in providing health insurance to all Americans, to make sure that we continue with our efforts to combat climate change, that we are able to expand early childhood education that is making a difference in communities all across the country, that allows us to expand our manufacturing hubs that are contributing to the growth of jobs and the progress that we are seeing in our economy in the past couple of years," he said.


Lawmakers from both the Republican and Democratic parties and the president urged passage in the Senate, even though conservative Republicans were angry about what was not in the bill, and liberal Democrats were upset about what was included.


Conservatives said the measure did not block Obama from taking executive action on immigration. Republican Senator Ted Cruz of Texas said he would continue to press for an up-or-down vote on funding related to the order.


Liberals were furious about last-minute provisions that eased regulations on big banks.
One provision would roll back a part of the 2010 Dodd-Frank financial reform law that bars banks from engaging in certain types of derivatives trading blamed for the financial crisis. Democratic Senator Elizabeth Warren of Massachusetts said repeal of the prohibition would allow Wall Street to "gamble with taxpayer money."


"If big Wall Street banks want to gamble with their own money — so be it," she said. "Let them take their risks with their own money, and let them live with the consequences of those risks. That’s how markets are supposed to work."
But conservatives said the rule imposes a costly regulatory burden on banks without protecting the economy.
